Based on the resonant ion confinement concept, for a Deuteron cloud in a Penning-Malmberg trap with a specially configured rotating wall, the possibility to build a new kind of fusion reactor is analysed. It is proved that, for some trap configurations, nuclear fusion reactions will take place in the center of the trap vessel. In that case, Lawson criterion for an ecient fusion reactor is satisfied. Moreover, the reactor will have a compact design and, since it does not require a large facility for its implementation, we call this device as a Fusion Cell.
